Use of Radar
Radar can be a particularly valuable sensor. Rule 5 (Lookout) requires vessels to "maintain a proper look-out by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions". Rule 7 (assessing the risk of collision) says: "use all available means appropriate to the prevailing circumstances and conditions to determine if risk of collision exists". And further: proper use "shall be made of radar equipment if fitted and operational".
RCMSAR interprets these statements to mean that our boats should have the radar operating at all times when on the water. If the radar on the boat is not operational for some reason, there is guidance the coxswain will follow on whether the boat might be allowed to go out; in benign conditions, and in daylight, it might be permissible to use that vessel — the coxswain will know.
The COLREGS specify that proper use of radar is required. Our unit interprets this to mean that the person operating the radar must be properly trained in using it for the conditions that apply, e.g., nighttime, heavy weather, poor visibility. It is not sufficient simply to have the radar switched on; it must be manned by a suitably trained operator.
