The first part of the COLREGS, consisting of Rule 1 through Rule 3, provides general guidance that should be followed in applying the COLREGS. Of particular value is Rule 2. This specifies that there is no "Right of Way" and that every vessel has a responsibility to avoid a collision. It also points out that a mariner will not be absolved of responsibility by claiming that the rules were followed.

Rule 3 provides various definitions you may need to properly interpret the COLREGS. See extract below.
